Cél: A hiányzó admin végpontok implementálása (20 modul). Modulok: users, vehicles, services, assets, organizations, billing, gamification, analytics, security, documents, evidence, expenses, finance_admin, notifications, reports, catalog, providers, search, social, system_parameters. Mindegyikhez /admin prefixű router létrehozása, CRUD műveletek, audit logging.
